There is no clear date on which the Spetsnaz were born but some say around 1930, when some commandos(Airborne) were trained, but proper companies were raised by Stalin who wary of U.S’s nuclear capabilities designed a force for covert, behind enemy lines disruption and sabotage.
There is no doubt they are one of the best special forces ever and have a long history of combat. They fought extensively in Afghanistan, their most famous operation(Storm-333) was when 660 GRU operators dressed as Afghan troops stormed the Presidential palace(Kabul) and killed the president and 200 of his guards. They were in fact much respected by their enemy the Mujahideen.
Another case was when 40-50 armed Chechen stormed a Moscow theatre and took 850 people hostage there, the tricky part was that they had placed explosives all around the complex and large bomb at the centre strong if detonated entire roof would fall killing 80% of the people. Spetsnaz operators(along with FSB etc) pumped an unknown gas which sedated everyone. They then moved in killing all the terrorists, it was highly deemed heavy-handed because it resulted in the deaths of 130 hostages(gas killed them)
